When you're in a 'drive-thru' you need to drive. If you shut off and then restarted your car each time you stopped in a 'drive-thru' you'd use fantastically more fuel, you'd annoy all others in line and prove yourself to be certifiable.

•You may ride two abreast, but must facilitate passing traffic. This means riding single file when faster traffic wants to pass, or staying in the right-most lane on a multi-lane road.
Shouldn't cyclists obey this rule and 'facilitate traffic' by returning to single file when cars need to pass?

I think their desire to lower the limit is a means of increasing government control. Soon everyone, no matter who (except illegal aliens of course), will technically be in violation of the law so the government will always have a pretext to arrest whenever they have a need. Just look at the current tax code. Nearly every tax filing (beyond the most trivial) are in violation.

The Special Ed costs have ballooned wildly in North Andover (and presumedly all other towns) over the last twenty years. They are now more than 30% of the NA Education budget. I believe the 2013 Town Meeting funded an additional 6 special ed positions. Now, combined with the job cuts, the relate growth of the special ed cost will be dramatic. It is curious that the Ed Dept 'identified a large potential shortfall of about $670,000' but did not see to mention it at Town Meeting when we were asked to approve F2014 budget plans.
