The following are excepts from the North Andover Police log. At 12:22 a.m., police received a 911 call and heard a woman crying. It turned out to be a verbal dispute. At 7:03 a.m., a caller on Hawkins Lane reported that his car was broken into and his wallet was stolen. At 3:54 p.m., a caller on Raleigh Tavern Lane reported that his car window had been shot with a pellet gun. At 8:41 p.m., a caller on Francis Street reported that she wanted her intoxicated husband removed from their house. Home improvement and paving scams often increase this time of year, say public safety officials, but there are some simple ways to protect yourself against being a victim.
If the sales pitch offering cheap home improvement work sounds too good to be true, then it probably is. The "extra asphalt" is a lie. That’s according to law enforcement and public safety officials, who say “paving scams” in particular can increase during the spring and summer seasons in Massachusetts. Local law enforcement and the Commonwealth Fusion Center, which recently released a public service announcement on paving scams, say roving scamsters pose as work crews and offer to pave driveways at discounted prices – often attributing the price reduction to surplus paving materials. At 3:54 a.m., a caller on Water Street reports that her boyfriend came home intoxicated and his mother picked him up, but he then jumped out of the car with a knife and headed back toward her home. A landscaping truck ignited in flames in front of North Andover High School on Chickering Road Thursday afternoon. The truck belonged to Northeast Landscape Contractors based out of Clark Street in North Andover. There were no injuries reported. The driver was outside of the truck when it ignited. "He had some vehicle problems, the vehicle stalled and he pulled over," Fire Lt. Bill McCarthy said. "He went to restart vehicle and noticed smoke coming from the engine. The call actually came from the Wilmington Fire Chief, who was driving by at the time, McCarthy said. State Police announced a new effort to enforce texting-while-driving laws.
Massachusetts has been awarded $275,000 in National Highway Traffic Safety Administration federal grant funds to increase enforcement of the Massachusetts Safe Driving Law which bans the sending, typing or reading of electronic messages to or from handheld devices while operating a motor vehicle and a complete ban on the use of all handheld electronic devices by junior operators while behind the wheel. This pilot project, called “Text With One Hand, Ticket In The Other,” will give Massachusetts State Police the ability to test the high-visibility enforcement model and effectively observe distracted driver behaviors through proven enforcement strategies. Two women police say were prostituting at massage parlors in North Andover were arraigned in Lawrence District Court Wednesday afternoon, each ordered held on $1,000 cash bail. Jianfang Lui, of 4114 Main St., Flushing, N.Y., and Rongxiu Ye, of 142 Barclay Ave., Flushing, N.Y., were charged with providing sexual conduct for a fee and providing unlicensed massages. Two cars were vandalized with vulgarity over the weekend at Walker Road. Some time Friday night, someone spray-painted profanity on one vehicle and an obscene drawing on another (based on residents' accounts of what the word and photo were, there's really no way to describe it on Patch).
