Police Log

Another Rash of Car Breaks

The following information was supplied by the North Andover Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

It seems there was another string of car break-ins Wednesday night. About a dozen residents awoke Thursday to find that their vehicles had been broken into and rummaged through (and in some cases, items were stolen) overnight, according to police reports. There were four vehicles broken into on Chadwick Street. And also on Chadwick Street, there was a report of a car stolen overnight as well. The other vehicle break-ins were on Barker Street; Moody Street (two vehicles); Hickory Hill Road (three vehicles); Surrey Drive; and French Farm Road. Residents are urged to keep vehicle doors locked, keep valuables out of their vehicles and watch for suspicious activity in their neighborhoods. Also in other local police news... Should DUI Alcohol Limit Be Lowered To 0.05 Percent?

The National Transportation Safety Board recommends reducing the limit. Some say it would save lives. Others say it's unreasonable.

One drink could be the standard for drunken driving – at least for some people if the National Transporation Safety Board has its way. On Tuesday, the NTSB recommended states lower the blood-alcohol threshold for driving under the influence from 0.08 percent to 0.05 percent. What do you think? Is the proposal reasonable? About 10,000 deaths a year are related to drunken driving. The NTSB says the lower limit would save 500 to 800 lives a year. Officials at the American Beverage Institute called the proposal "ludicrous." It said the average woman could reach the 0.05 percent limit by having one drink. There were 114 DUI fatalities in Massachusetts in 2012, which were 34 percent of traffic-related fatalities last year, according to Mothers…

State House News Service Weekly Roundup: Three's Company

Recap and analysis of the week in state government.

Like pieces of a puzzle that don't quite fit together yet, the Big Three may have been separated at birth, but with each incremental step their destinies seem to grow more intertwined. No, we're not talking about those Big Three - Gov. Deval Patrick, Senate President Therese Murray and Speaker Robert DeLeo - though they play major character roles in this thickening plot.  Instead, three bills have come to define the early months of the 2013 legislative agenda and resolutions on tax hikes, local road funding and the annual state budget continue to be elusive and dependent on one another. Patrick spent the early part of his week welcoming British Prime Minister David Cameron to Boston for a few quick meetings and a visit to the Copley …

At least both the House and the Senate disagree with Deval on the wastefull spending to expand the T right now. I would like to see them start work on a meaningful welfare reform bill to save us all some money instead of looking at ways to spend more.   more ›

Are Corporations People?

One Town Meeting article wants you to say "no."

In 2010, the United States Supreme Court -- in Citizens United v. Federal Election Commission -- ruled that many parts of the 2002 McCain-Feingold campaign reform law were unconstitutional and effectively removed campaign fund limits from corporations and other organizations. In 2012, while being heckled about allegience to corporations, Republican Presidential Candidate Mitt Romney replied, "Corporations are people, my friend." In the past few years, the idea of "corporate personhood" -- that corporations are entitled to the same constitutional rights as individual people -- has been the subject of intense debate. Congressman -- and Senate candidate -- Ed Markey has made repealing Citizens United a key theme of his political career, even …

North Andover Barber Shop Has New Owner

She comes from a long line of barbers.

Diane Nocco started cutting hair when she was 16 years old. Her grandfather and father were barber -- the family owns Bob's in Tewksbury -- and she and her sister both decided to follow in the family trade. And now, Nocco is bringing her skills to North Andover. John Moffat recently sold his business, North Andover Barber Shop in the Chickering Plaza, to Nocco. But to Johns many loyal clients: don't worry. He still has a chair at the shop and will be there every Friday and Saturday. He'll also be managing an apple orchard in Littleton, and selling the barber shop allows him to spend more time with his wife and baby. Nocco jumped at the opportunity to buy the shop. "Well I saw a good opportunity here, with the barber shop for sale, and it's…
