"Frank supports the Open Town Meeting as the best form of government for North Andover, and that the best way to preserve this tradition is to provide a well structured and respectful forum where all voters can be heard, debate, and vote their interests," Barbara Whidden, who is helping to run his campaign, wrote. "Frank also believes that the most important part of being Town Moderator is to educate and facilitate the voters’ access to the Town Meeting process, so that the meeting makes the best decisions for the benefit of all of the town’s citizens. Frank believes that he has the appropriate temperament, the experience and skill to run an efficient and respectful town meeting, facilitate debate, and allow the Town Meeting to truly represent and reflect the will of the voters on the important issues of the day."
