The rain is back.

Today is Thursday, Sept. 22. Here are five things you need to know:

  • Rain: Temperatures are expected to be in the mid-60s most of the day, with rain most of the day as well.

  • This Day in History: In 1789, Congress authorized the office of Postmaster General. In 1862, President Abraham Lincoln issued the preliminary Emancipation Proclamation, stating that all slaves held within rebel states would be free as of Jan. 1, 1863. In 1961, President John F. Kennedy signed a congressional act establishing the Peace Corps. In 2010, North Andover Patch was launched.
