Special Town Meeting: What Your Vote Will Mean
Summary of the articles to be voted on at the Special Town Meeting, and what a "yes" vote would mean.
Special Town Meeting will be Wednesday night at 7 p.m. at North Andover High School. Here is a summary of what you will be voting on:
Article 1
A "yes" vote authorizes the town to borrow up to $1.3 million to purchase two new fire trucks. The Fire Department has a ladder truck without a functioning ladder and another truck with no motor, and Fire Chief Melnikas has requested that the town replace those vehicles with new ones.
Article 2
A "yes" vote allows the town spend up to $460,000 to purchase a new HVAC system for the Stevens Memorial Library. The library's HVAC system broke down in May, and the library went the whole summer having to use portable air conditioners that resulted in high electricity bills. The library is requesting a new HVAC system, and the Finance Committee has suggested also having an engineer oversee the project.
Article 3
A "yes" vote would authorize the town to amend the general fund appropriation to decrease spending by $108,953 in order to match revenues, which were less than expected. The proposed cuts in Article 3 are as follow:
- Decrease general government by $16,000
- Decrease support services by $55,000
- Decrease employee benefits by $31,000
- Decease liability insurance by $6,953
Article 3 also seeks to transfer $417,785 from Free Cash to the General Fund.
Article 4
A "yes" vote on this would allow the town to transfer $373,167 to the Stabilization Fund. $273,167 would come from Free Cash, and $100,000 would come from the Finance Committee Reserve Account.
Article 5
A "yes" vote on this would change town bylaws so that to meet the the appropriation of $2,077,745 from the Community Preservation Act Fund voted on at the Annual Town Meeting last spring for 2011 projects, $1,741,564 will be from the CPA revenue of 2011 and $336,881 will be from the CPA fund balance.
Article 6
A "yes" vote on this would approve paying -- with the FY 2011 budget -- the following unpaid bills:

Article 7
A "yes" vote would enact a tax amnesty program during fiscal year 2011 in which people who owe back taxes to the town could get a 50 percent discount on the interest owed on those taxes. This is meant to encourage payment of back taxes. In order to participate, the person would have to pay all back taxes in full. The program would take effect upon approval at Town Meeting and would end June 30, 2011.
Article 8
A "yes" vote would authorize the treasurer, with approval of the selectmen, to spend up to $600,000 from the amount already appropriated from the Community Preservation Fund by last spring's Town Meeting to purchase 32 acres of land owned by the United Methodist Church, for drinking water purposes.
Article 9
A "yes" vote on this would change text in the town's bylaws to comply with the Open Meeting Law.
Article 10
A "yes" vote would add a new subparagraph to the special permits section of the Corridor Development District. The article is petitioned by John T. Smolak and others and seeks to allow a drive-through on that land.
